In the Central African Republic (CAR), successive conflicts have weakened the health system. Health indicators are among the worst in the world. The situation of mother and child remains a matter of concern. The country has the second highest neonatal mortality rate and one of the highest under-five mortality rates in the world, with an upward trend according to MICS6 results (2018-2019). It also has the second highest maternal mortality rate, with 882 deaths per 100,000 live births. The pregnancy rate (184‰) among adolescents aged 15-19 is high with geographical and social disparities (MICS6 2018-2019) and increases the risk of pregnancy complications, maternal death and newborn death. Since 2014, the number of children at risk of developing severe acute malnutrition (SAM) has increased by a third. According to the 2018-2019 MICS survey, 4 out of 10 children are stunted, with high rates in rural areas (43.8% compared to 30% in urban areas) and in low-income households (45.9% compared to 24.1% among the richest). Immunization coverage remains low: less than one in 10 children aged 12 to 23 months has completed vaccination according to MICS6 (2018-2019). Immunization dropout rates remain high, averaging 21% in 2020. Human losses are recorded in most FOSA (Health Training), for lack of energy (cut during the period of surgical intervention and at the time of delivery, maternity room and hospitalization without light). 90% of the means of communication no longer work in FOSA in rural areas. In addition, in the run-up to and after the 27 December 2020 general elections, the armed conflict between government forces and a coalition of armed groups in several cities in CAR has increased the vulnerability of the population.

Faced with this health problem, AH proposes to invest in: “surveillance and health early warning mechanisms thanks to solar energy transformation and connectivity systems in rural health facilities in the Central African Republic”.

The objective of this initiative is to ensure surveillance and health early warning mechanisms.

AH, defines as products: the surveillance alert system and the solar energy transformation and connectivity system in rural health facilities.

The expected results of this initiative are: 24-hour availability of electricity in FOSA, 24-hour feeding of Expanded Program immunization (EPI) Centre, good vaccine conservation, and reduction of infant mortality, reduction of mortality rates during surgery, epidemiological surveillance and alert system are ensured.

The expenses of this initiative are: Human Resources (Electrical Engineer, Communication and Network Engineer, etc…), Financial Resources (budget), and Material Resources.

The beneficiaries of this initiative are: FOSA and rural populations in the Central African Republic.

The estimated budget for a FOSA is 150,000 USD (one hundred and fifty thousand US dollars).
