Julia D. Mahoney is the John S. Battle Professor at the University of Virginia School of Law, where she teaches courses in Constitutional Law and Property. Her scholarship includes works on the regulation of emerging technologies. A graduate of Yale Law School, she is an elected member of the American Law Institute.

Carl Szabo, Vice President & General Counsel, NetChoice

As Vice President and General Counsel, Carl analyzes, advocates, and testifies on tech-related legislative and regulatory initiatives relevant to online companies. Carl is also an adjunct professor of internet law at the George Mason Antonin Scalia Law School.

Before joining NetChoice, Carl was an intellectual property attorney at the lawfirm of Wildman, Harrold, Allen & Dixon where he advised clients on privacy, Internet, e-commerce, and contractual matters. He also worked at the lawfirms of Venable and Arnold & Porter.

Carl also worked on copyright, trademark, and anti-piracy both for Motion Picture Association of America (MPAA) and the Entertainment Software Association (ESA).

Before law school, Carl worked at the Federal Trade Commission (FTC) on the staff of Commissioner Orson Swindle, where he helped create and implement the FTC’s Consumer Information Security Outreach Plan and assisted the White House in establishing the National Strategy for Cyber Security.

Carl obtained his J.D. and Communications Law Certificate from the Catholic University of America, magna cum laude, and Carl obtained his B.A. in Economics, Managerial Studies, and Policy Studies from Rice University. Carl is licensed to practice law in Washington, DC and is a Certified Information Privacy Professional (CIPP/US) and has been recognized as a “Tech Titan” by the Washingtonian.

Michael A. Cheah was General Counsel and Secretary of Vimeo from late 2008 to early 2023. He has litigated numerous cases involving Section 230, the DMCA, and the First Amendment. He is an advisor to Internet Works, a trade association comprised of medium-sized Internet companies, and teaches social media law at the University of Miami School of Law.

Mike McKell is a member of the Utah State Senate representing District 25. Mike is the chair of
the Business, Economic Development, and Labor Appropriations Subcommittee and the
Olympic and Paralympic Winter Games Coordination Committee. He earned a B.A. from
Southern Utah University and a J.D. from the University of Idaho.

In his professional life, Mike works as an attorney and is the founding partner of Utah Legal
Team. Mike has been recognized as one of Utah’s Legal Elite and is AV rated by Martindale
Hubbell and has a perfect 10.0 AVVO rating.

In 2023, Mike sponsored groundbreaking legislation to protect teens from the harms of social
media. Since the bill’s passage, 11 other states have enacted bills or adopted resolutions to
safeguard children from social media.

Mike and his wife Brandi are parents to four children. In his free time, Mike enjoys working on
his farm, racing horses and running marathons.

Hayley Tsukayama

Hayley Tsukayama (she/her) is Associate Director of Legislative Activism at the Electronic Frontier Foundation. Her focus is state legislation. She works with EFF’s legislative team to craft our positions and public messaging about state bills on EFF issues. She also collaborates with community groups, other policy advocates, and state lawmakers on EFF legislative priorities across the country, including health privacy, surveillance, and right-to-repair. Additionally, she advocates for strong consumer data privacy legislation at the state and national level.

Prior to joining EFF, Hayley spent nearly eight years as a consumer technology reporter at The Washington Post writing stories on the industry’s largest companies. She is CIPP/US certified by the International Association of Privacy Professionals.

Christopher Oswald

Christopher Oswald is Executive Vice President and Head of Law, Ethics & Government Relations for the Association of National Advertisers (ANA). Chris leads the ANA’s Washington, DC office and is responsible for ANA’s legal affairs, ethics initiatives, and public policy advocacy. He is a member of ANA’s Senior Leadership team and serves on the boards of the Digital Advertising Alliance, the Coalition for Better Ads, and the Association For Postal Commerce (PostCom).

Prior to joining ANA, Chris served as Vice President of Advocacy for the Data & Marketing Association. In this role, he led DMA’s government lobbying efforts, directed various policy groups, and served as DMA’s representative to elected officials, policymakers, and advocacy groups. He was treasurer of DMA’s Political Action Committee and directed DMA’s litigation efforts including the DMA’s successful case before the Supreme Court of the United States: DMA v. Brohl.

Chris previously served as Director of State Government Affairs for RELX (formerly, Reed Elsevier, Inc.), and was Director of State Government Affairs for the Mortgage Bankers Association. He also worked for the American Legislative Exchange Council, advocated on behalf of the National Rifle Association, served as an aide to Congressman Bill Baker, volunteered in California Governor Arnold Schwarzenegger’s legislative office, and worked on a variety of political campaigns.

Licensed to practice law by the State Bar of California, Chris earned a J.D. and Governmental Affairs Certificate from the University of the Pacific, McGeorge School of Law. He holds a B.A. in International Political Economy from Whitworth College, where he was elected president of the associated students. He presently resides in Alexandria, Virginia.

John Morris

John Morris is Principal, U.S. Internet Policy and Advocacy at the Internet Society, a global nonprofit organization that promotes and defends the open, globally-connected, secure and trustworthy Internet. From 2011-2019, John was the head of the policy office of the U.S. National Telecommunications and Information Administration, which by statute is the primary advisor to the U.S. President on communications and Internet policy issues. Before joining NTIA, John spent eleven year as a senior leader and General Counsel of the Center for Democracy & Technology. In the 1990s, John was a partner at the law firm of Jenner & Block, where he focused on the First Amendment and technology. As an attorney, John was one of the lead attorneys in the 1996-1997 case in which the U.S. Supreme Court decided that speech on the Internet warranted the highest level of constitutional protection. In the 2000s he was lead counsel in a number of successful constitutional challenges to state laws seeking to regulate online speech.

Stephanie was in private practice for 25 years, handling matters including commercial class action litigation, competition, privacy, utility ratemaking, spectrum policy, and the reasonable provisioning of broadband service. She had been outside counsel to CCIA since the Microsoft case, and decided to make the transition to in-house operations in February 2022. She received her B.A. in Government and Russian Language from the University of Notre Dame, a Masters in International Affairs from the George Washington Elliott School, and her J.D. from George Washington Law School
