The STEP Collaborative collects\, analyzes\, curates\, and communicates knowledge on important developments in science and technology that impact citizens and policymakers making decisions about the future of individuals and society. STEP collaborators provide objective and unbiased information on new technologies and applications to aid decision making about legislation and regulation. \nThe launch of the Science & Technology Ethics Policy (STEP) Collaborative will provide an introduction and overview of the STEP Collaborative. The panelists and presenters will discuss the core issues in Artificial Intelligence that impact society\, particularly at the state and local levels\, and the related public policy issues. Topics to be emphasized include AI in cybersecurity\, provenance\, regulation\, education\, and the workforce. The launch will emphasize AI policy work currently being done in different governmental organizations and feature potential collaborations and partnerships. \nABOUT LARRY\n\nSTEP Director Larry Medsker is presently Chair of the ACM US Technology Policy Committee\, Affiliate Faculty at GMU\, Research Professor of Physics at the University of Vermont (UVM). He is also Research Professor in the Human-Technology Collaboration Lab at George Washington University (GWU)\, and Founding Director of the university’s Master’s Program in Data Science. Medsker serves as Co-Editor-in-Chief of AI and Ethics\, Associate Editor of Neural Computing and Applications\, and Policy Officer for ACM’s Special Interest Group on Artificial Intelligence (SIGAI). She currently serves as George Mason’s Inaugural VP and Chief AI Officer in which capacity she also continues to provide leadership for the Institute of Digital InnovAtion (IDIA) for which she served as Associate Vice President for Research during 2022 and 2024. SUMMARY:Energy\, Data Centers and Regulatory Sandboxes – Potential\, Possibilities and Challenges
DESCRIPTION:RSVP here \nIn partnership with the George Mason Center for Energy Science & Policy\, and the Virginia Economic Development Partnership. \n\nNorthern Virginia has the greatest concentration of data centers and in the world and data center development is further expanding to Richmond and Southside and other areas in Virginia. With new data center needs including from artificial intelligence applications\, projections are for increases in the number of Virginia data centers and associated power consumption from 2.67 gigawatts in 2022 to 10 gigawatts in 2035 (Dominion 2023). \nThere is potential energy and data center legislation and regulation at the local level including with zoning\, land use and building permits; Commonwealth of Virginia level related to energy efficiency and taxation and authorized study by a Joint Legislative Audit and Review Commission; and national level with grid and transmission regulation. Energy industry development\, technology innovation and industry evolution uncertainty in combination with regulatory uncertainty poses challenges for energy industry participants\, regulators and citizens. \n\nOther industries including energy\, fintech and insurance are also characterized by rapidly changing technologies\, uncertain future industry and development scenarios and potential for innovation in business models\, policy and regulation. Countries and states have experimented with regulatory sandboxes as a means to undertake short term trials and experiments with regulation and business models as a means to ascertain innovations that might work well in these industries. \nRegulatory sandboxes have increasing traction internationally and in the U.S. with the Office of Gas and Electricity Markets (Ofgem) in the U.K. and also Singapore\, Switzerland\, Italy and Spain; many U.S. states including Utah which has a general (industry agnostic) regulatory sandbox; and the Consumer Finance Trade Commission. \nThe objective for the workshop is to explore motivations for regulatory sandboxes in general and for energy in particular; discuss international experiences; understand current status of U.S. state regulatory sandboxes\, legal foundations and trends; discuss specific project experiences; categorize and explore regulatory sandbox design considerations (such as project initiators\, regulatory derogations and timeframes\, administration); consider the potential of regulatory sandboxes for energy innovation and competitiveness and regulatory learning / insight; and review regulatory sandbox effectiveness\, risks and concerns.

DESCRIPTION:[CLICK HERE TO RSVP] \n\n\nJoin Mason’s Center for Assurance Research and Engineering (CARE)\, the Financial Technology & Cybersecurity Center (Center)\, Mason’s School of Business\, and a group of experts to discuss potential transformative changes in how the Internet operates and who regulates it. \nThirty years after the Internet became an everyday part of life a battle has erupted over who has the right to set the rules for Internet activities. Should individual states be able to impose their standards on activities occurring in their locales\, or should the Federal government set the rules for a nationwide medium? The program will address a series of state initiatives that raise major First Amendment\, state police power and privacy issues: \n\nFlorida and Texas laws intended to impose content-neutrality mandates on large social media platforms\, which were the subject of oral argument before the Supreme Court in late February.\nMany states have\, or may\, enact laws intended to protect children from adverse effects of social media or access to adult websites through parental consent or age verification requirements.\nCalifornia in October 2023 set a course to empower its residents to generally prohibit data brokers from using data collected on them by making a single click on a delete button.\n\nThis battle is also playing out on a global basis as the U.K.\, E.U. and other international authorities seek to protect their citizens in a manner they consider appropriate. \n\n\nThere is no charge to attend the program either in person or via webinar. The conference is being held at a time of great technology related opportunity and risk. There is opportunity in new product and services that bridge time and space and enable greater access and speed in fields as diverse as government\, healthcare\, transportation and manufacturing and as part of broad visions such as Japan’s Society 5.0. And there are risks including in the fields of cybersecurity and privacy and also digital divide. \nAs with previous International Academy of CIO annual conferences\, the 15th Annual Conference will address the potential and challenge of new technologies and applications to major world challenges such ICT and natural disasters and major world trends including ageing society and urbanization. \nFor the 15th Annual Conference\, we are inviting research and practitioner papers and innovations related to the conference theme of “Driving Digital Government Transformation by Innovative Technologies” and encompassing: \nChallenges of ICT innovation\, governance and capacity building\nStrengthening leadership and institutions\nApplication of new technologies including blockchain and AI\nAssociated policy and policy development\nRisks including security\, privacy and digital divide. \nThe IAC Annual Conference brings together government\, private sector and academia participants to discuss and exchange ideas and best practices on ICT leadership and governance in light of rapidly changing technology. The conferences are research to practice oriented in that the talks and presentations include both strategy and practice talks and presentations by government leaders\, private sector executives and NGO leaders as well as research related talks by academics. \nIn addition\, the conferences focus on major world challenges and opportunities where ICT has the potential to contribute including the two topics of ageing society and natural disasters. The conferences are well attended by speakers and participants from around the world and are highlighted by active host government support and engagement.
